On average, less than 1% of welfare recipients test positive for drug use. This is way below the national average of 8.9%. And yet across the country, we continue to push laws asking to drug-test people seeking welfare. In response, Representative Gwen Moore of Wisconsin introduced the “Top 1% Accountability Act” which would require anyone asking for over $150,000 in tax deductions should be subject to drug testing too. The bill makes the clever point that if we’re so worried about people taking advantage of government assistance, we should extend that same paranoia to the wealthy, who benefit from government “breaks” in other ways.
